Volary měly várečné právo již v 16. století, ale přesto pivo odebíraly ze sousedních panství. Po povýšení Volar na město (v roce 1871), došlo i k výstavbě pivovaru. První veřejné čepování volarského piva se pak konalo v červnu 1879. Při následných oslavách byla naproti pivovaru zřízena pivní zahrada s kulečníkem, kavárnou či lavičkami, vyhlídkovou věží a hudebním pavilonem. Na skále byla umístěna pamětní deska.
