Nejstarší částí Nové radnice je Křížová chodba. Původně patřila k bývalému dominikánskému klášteru. Byla postavena v polovině 13. století, v letech 1448 - 1493 byla přestavěna v gotickém slohu. Zbytky románských maleb z konce 13. století byly značně poškozeny za druhé světové války při bombardování Brna 20.11.1944. Křížová chodba obklopuje rajskou zahradu, která sloužila mnichům k meditacím. Chodba měla původně 4 křídla, a byla spojena s kostelem sv. Michala. Když se v roce 1641 tento gotický kostel zřítil, nový barokní kostel, postavený v letech 1658-1667 na jeho místě, byl rozšířen na úkor východního křídla Křížové chodby. V refektáři Křížové chodby zasedal od poloviny 14. století Moravský zemský sněm a Zemský soud, byli zde přijímání čeští králové za moravská markrabata. První zmínka o využití refektáře k tomuto účelu se váže již k roku 1297...
